Geographic Eligibility

Source must be (1) located in the PJM Region; or (2) outside the area described in item (1) but in a control area that is adjacent to the PJM service territory, if the electricity is delivered into the PJM service territory. Solar resources must be connected to the distribution grid serving Maryland.

Banking

On or after January 1, 2004 an Energy supplier can receive and accumulate RECs. A Renewable Energy Credit shall exist for 3 years from the date created.

Renewable Energy Sources

Tier 1

Renewable sources include: (1) solar; (2) wind; (3) qualifying biomass; (4) methane from a landfill or wastewater treatment plant; (5) geothermal; (6) ocean; (7) fuel cell powered by methane or biomass; (8) small hydroelectric plant (less than 30 MW); (9) Poultry litter incineration facilities in Maryland; (10) waste-to-Energy facilities in Maryland; (11) certain geothermal heating and cooling systems and biomass systems that generate thermal energy. Up to 2.5% of the Tier 1 requirement will be satisfied from Offshore Wind resources beginning in 2017, with an additional 1200 MWs of Offshore Wind by 2030. Effective October 1, 2021, qualifying biomass does not include black liquor.

Tier 2

Renewable sources include: (1) hydroelectric power other than pumped storage generation.
